		<description><![CDATA[I think that in developed countries with established centralised treatment systems and networks that provide potable water, there is still almost zero acceptance of the PoU concept. Big utilities still want control all the way to the tap. I have blogged about this before, but I believe the John Snow pump-handle-removal narrative is deeply ingrained in the culture of developed-country water utilities. Remove control for the good of the people. There is no sea-change of thought amongst this group.

However there are many places where people do not drink tap water...for many different reasons...and it hardly makes sense to supply those people with potable water down centralised networks. There are all sorts of implications for the idea...not least equity ones...but if we are going to run efficient AND effective water &amp; wastewater services I think this is a point that has to be examined.

Finally I agree totally with your last point. One of the important things to understand about water is that it is deeply connected to place. You can apply some general principles to water management, but specific solutions need to be developed on a case-by-case basis.]]></description>
