Designing Water Infrastructure

The relationship between design firms and operating utilities baffles me somewhat. Engineering consultancies make a point of only hiring staff with consultancy backgrounds…they have no interest in people with operations experience.

And yet these same design firms are hired to design treatment plants. You would think that someone with operations experience…perhaps working alongside the relevant design engineers (process, mechanical etc.) would do a better job.

What is the story here?
